→外柔内剛（がいじゅうないごう）
toughはstrongに変えてもOKですが、
soft on the outsideと言っても、
「穏やか」で「優しそう」な感じは伝わりますが
gentleやkindのほうがベターです。

He’s gentle on the outside, tough on the inside.
彼は優しそうに見えますが中身はしっかりしています。
